NHS workforce plan built on 'substitution' of GPs, warns NAO

Hospital consultant numbers will rise 12 times faster than fully-qualified GPs under the NHS workforce plan - with GPs facing 'substitution' by other health professionals, a National Audit Office (NAO) report warns.
